Welcome to Maryland Mobile Notary Express ("MMNE," "we," "us," or "our"). These Terms & Conditions ("Terms") govern your access to and use of our website (www.marylandmobilenotaryexpress.com), online forms, and services, including mobile notary, apostille/authentication courier, translation, and wedding officiant services (collectively, the "Services"). By using our Services or checking an "I agree" box, you agree to these Terms.

If you do not agree, please do not use the Services.


1) Who We Are (No Legal Advice)

We are a Maryland mobile notary, apostille/authentication courier, translator coordination service, and wedding officiant service. We are not a law firm and do not provide legal advice. Nothing on our site or in our communications should be construed as legal advice. For legal questions, consult an attorney.


2) Client Responsibilities

  • Accuracy: You are responsible for the accuracy, completeness, and legibility of all information and documents you provide.

  • Identification: You must present valid government-issued photo ID for notarial acts and in‑person services. Bring ID to all appointments.

  • Eligibility: You confirm you are at least 18, or have parental/guardian consent, and are authorized to request Services for the listed documents.

  • Destination Requirements: For international use, you are responsible for confirming your destination country’s requirements. We will advise on known practices, but final acceptance is controlled by government/consular authorities.


3) Apostille/Authentication Courier (DC) – Key Terms

  • Scope: We review your request, courier your documents to the U.S. Department of State – Office of Authentications (600 19th St NW, Washington, DC 20006), and return completed certificates to you.

  • Apostille vs Authentication: We route documents for Apostille (Hague countries) or Authentication Certificate (non‑Hague). For non‑Hague destinations, embassy/consulate legalization may also be required and is outside DOS processing; we can advise next steps.

  • Timing: Counter drop‑off is usually 7–10 business days; please allow up to 15 business days during high demand. Mailed processing by DOS generally takes longer. Timelines are estimates and not guarantees.

  • Government Fees: Government/consular fees, shipping, and third‑party charges are separate from our service fees unless explicitly stated in writing.

  • Shipping & Risk of Loss: We offer tracked domestic and international shipping. Title and risk of loss pass to you upon carrier acceptance. Provide safe addresses and monitor tracking.

  • Document Quality: Upload the original FBI eDO/CJIS PDF (for FBI background checks) or clearly printed documents as requested. Do not alter official PDFs.


4) Notary Services – Key Terms (Maryland)

  • In‑Person Presence: Signer(s) must appear personally before the notary (unless a compliant remote online notarization platform is used).

  • Capacity & Willingness: Notarial acts require the signer’s understanding and willingness. We may refuse service if these are in question or if the document is incomplete.

  • No Content Review: We do not draft documents or verify their legal sufficiency.

  • Witnesses: If witnesses are required and we provide them, extra fees apply; availability is not guaranteed.


5) Wedding Officiant Services (Maryland)

  • Presence: The couple and the officiant must be physically present at the ceremony.

  • Witnesses: Not required in Maryland, except Society of Friends (Quaker) celebrations, which require at least two overseers.

  • Formal Declarations: Each person must make a formal declaration taking the other as their spouse to solemnize the marriage.

  • Venue & Permits: Client is responsible for any venue permissions, permits, and compliance with local rules.


6) Translations & Certification

  • Certified/Notarized Translations: We can provide certified translations and, for Spanish, notarized translator declarations in Maryland. For other languages, we coordinate with trusted translators.

  • Usage Abroad: Some authorities require specific formats, seals, or consular legalization. You are responsible for confirming destination requirements.


7) Quotes, Fees, Payments

  • Quotes: Prices are provided after document review. Quotes may exclude government fees, shipping, parking, tolls, or rush surcharges unless stated otherwise.

  • Payment: Payment is due as invoiced (prior to submission/couriering unless otherwise agreed). We accept listed payment methods on the site.

  • Chargebacks: Initiating a chargeback without first giving us a reasonable opportunity to resolve issues may be treated as a breach of these Terms.


8) Cancellations, Changes & Refunds

  • Before Submission: If you cancel before we submit/courier your document, we will refund the service fee minus any time/labor already incurred (intake, review, travel prep) and any third‑party costs.

  • After Submission: Once documents are submitted to a government/consulate or shipped, fees are non‑refundable.

  • Delays/Refusals: Government workload, closures, or refusals are outside our control and are not grounds for refund. We will assist with re‑submission steps when possible.


9) Communications Consent

You consent to receive status updates and notices by email, SMS/text, and phone at the contacts you provide. Message/data rates may apply. You can opt out of marketing messages at any time (service/transactional messages may still be sent).


10) Privacy

We handle sensitive documents and personal data with care. See our Privacy Policy for details on collection, use, retention, and your choices. Do not email full SSNs or credit card numbers; use our secure upload when provided.


11) Intellectual Property

Website content, logos, graphics, and templates are owned by MMNE or licensed to us. You may not copy, modify, or reuse without permission, except for your own order records.


12) Disclaimers; Limitation of Liability

  • Services are provided on an "as‑is" basis. We disclaim warranties to the fullest extent permitted by law.

  • No Guarantee of Outcome: We cannot guarantee acceptance by any third party or government. Our responsibility is limited to performing the agreed Services with reasonable care.

  • Liability Cap: To the maximum extent allowed by law, our total liability for any claim is limited to the amount you paid for the specific Service giving rise to the claim, excluding pass‑through government/third‑party fees.


13) Indemnification

You agree to indemnify and hold MMNE harmless from claims arising out of your breach of these Terms, your misuse of the Services, or your submission of inaccurate/unauthorized documents.


14) Force Majeure

We are not liable for delays or failures caused by events beyond our reasonable control (e.g., government closures, system outages, severe weather, strikes, public emergencies).


15) Governing Law & Disputes

These Terms are governed by the laws of the State of Maryland, without regard to conflict‑of‑law rules. Venue for any permitted court action lies in the state or federal courts located in Maryland. Before filing, both parties agree to try in good faith to resolve any dispute informally within 30 days of written notice.


16) Updates to These Terms

We may update these Terms from time to time. The "Last updated" date will change when we do. Your continued use of the Services after an update constitutes acceptance of the revised Terms.

Maryland Mobile Notary Express reserves the right to modify or revise these Terms & Conditions at any time without prior notice. Your continued use of our services after any changes constitutes acceptance of those changes.
